Programs for public administration AGORA
A strong state ultimately lends itself to a strong administrative system, representing a country’s focal infrastructure. At a time of globalization, managing civil servants is one of the main challenges to ensure the sustainable development and performance of a state’s economy.
Convinced by the necessity of carrying out reforms, the political authorities are aware of the impossibility of making these reforms without the administrative system.
Through capillary action, this administration outlines perspectives and, on an operational level, makes defined strategic orientations a reality. Administration sets the pace of reforms, renders projects a reality, and gives each citizen an awareness of the public sector.

Our ambition
To share a vision with the Government and the higher authorities of the state focused around five words:

These words outline the core actions of an administration in motion.
With its multi-year training programs, HEC Paris assists governments in developing a new culture of management and of administration of public affairs.
Two main objectives
- ˝Developing an efficient and credible, yet caring, administrative body˝ reinforcing the managerial abilities of every manager and executive whilst encouraging dialogue between the public and private sectors.
- ˝Placing individuals at the heart of the administrative system˝ raising standards in terms of quality, morality and professional ethics towards the employees, users and citizens. Thanks to a customer oriented administration, all stakeholders consider themselves partners.
